How the Yogi Adityanath government plans to promote rural tourism in UP

According to the UP chief minister’s office, to start with, 18 districts have been identified for promotion of rural tourism. These are Lucknow, Lakhimpur Kheri, Mathura, Aligarh, Agra, Firozabad, Varanasi, Azamgarh, Prayagraj, Bhadohi, Gorakhpur, Kushinagar, Jhansi, Lalitpur, Ayodhya, Barabanki, Chitrakoot and Banda. From each of these districts, the state government will pick two villages for showcasing. A senior official in the CM’s office said more districts will be included in future in phases.

Mukesh Meshram, principal secretary, tourism and culture, said advisory organisations for the first 18 districts to be covered have already been selected. “Though our department, in addition to encouraging better agricultural practices, craftsmanship, handloom and handicrafts, we are beginning the process of promoting the rich historical, religious and cultural heritage of UP’s villages,” he said.

The advisory organisations will first conduct a survey in the 18 districts. The surveyors will contact the district magistrates as well as tourism stakeholders about issues pertaining to rural tourism, said an official of the CM’s office.

A state government official said Adityanath is of the view that promoting rural tourism will help bolster the rural economy. Speaking at an event recently, Adityanath had stressed on the holistic development of gram panchayats in UP. Of the estimated 250,000 gram panchayats in India, over 58,000 are in UP. “These gram panchayats will play crucial role in achieving UP’s target of becoming a $1 trillion economy [by 2027],” Adityanath said.

After the formation of the Adityanath government in 2017, an aim was set to promote local economies and rural tourism with the help of village youth. These groupings were aptly named Yuvak Mangal Dals and Mahila Mangal Dals and were to be trained as ‘Paryatan Mitra’. The government’s tourism policy of 2018 made a special mention of village and agri-tourism as well as Mangal Dals.

In its second term, the state government has constituted an Eco-tourism Board. The government has also decided to make the Mangal Dals more proactive. Its volunteers will be trained to promote local tourism, the highlight being indigenous and specialised products, handicrafts, garments and other traditional goods manufactured by local artisans, particularly in villages and rural areas. According to the tourism department, 78,000 Mangal Dals are registered in the state. Of this, 42,000 are Yuvak Dals and 36,000 Mahila Dals. The groups comprise members in the age group of 15 to 35 years.

The Yogi Adityanath led government of Uttar Pradesh began a phase-by-phase campaign to promote rural tourism in the state. With the campaign, the UP government plans to reintroduce the nation and its people to the village’s way of life.

During the first phase of the campaign, 18 districts have been chosen to endorse rural tourism. The government will select two villages from each of these districts to attract tourists. Uttar Pradesh has the most villages in the country and has a vast potential for agricultural tourism.

Villagers will receive training in traditional cuisines, handicraft productions, cow husbandry, handloom weaving and biological and agricultural diversity. Around 26 new and enhanced villages should be ready to welcome visitors very soon.

What is Agritourism ?

Agritourism is the most recent concept in the Indian tourism business, and it usually takes place on farmlands. During their stay, guests get the chance to engage in a real, enthralling, and authentic interaction with rural life, experience authentic local cuisine, and become familiar with a variety of farming jobs. Tourists can unwind and rejuvenate in the pristine natural environment.

Because of rapid urbanisation, many many children and adults are unfamiliar with what rural life and agriculture look like. However, with agritourism, they can get a first-hand experience of village life and culture.

Pandurang Taware, The Father Of Agritourism

Agritourism gained popularity among the Indian masses with the story Pandurang Taware on the TV show Shark Tank India Season 1. Originally from Maharashtra’s Baramati district, Taware left his city job to return to his native village and start an agritourism business. His efforts have benefited over 628 farmers, generating a revue of 58 crores from agritourism. Referred to as the “Father of Agritourism", Taware played a key role in the development of Maharashtra’s agritourism policy, which requires schools to take one mandatory educational trip to a farm per year, for students in classes 5 through 10.

The state tourism department will be engaging a panel of experts and consultants to identify one or two villages in each district near prominent tourism places in that city and create a rich bouquet of rural tourism. The initiative is being taken to highlight the hidden gems within the state and showcase the richness of local crafts, folk music, cuisine, organic farming, farm stays, herbal villages, yoga and meditation centres.

Uttar Pradesh's Chief Minister, Yogi Adityanath, highlighted that tourism helps in generation of employment. Giving credit to PM Modi's guidance, he added that the beautification work is in progress in the country and the Swadesh Darshan Paryatan scheme will further help in taking tourism to new heights.

PM Modi’s adopted village in UP govt’s blueprint for rural tourism in Varanasi post Covid-19

The up tourism department expects the foreign tourist traffic to begin after the covid-19 pandemic eases..

The Uttar Pradesh tourism department is working on a post-Covid plan to promote rural tourism in Varanasi, a top tourism officer said Sunday.

Tourists would be given the option of arriving at pre-decided rural destinations near Varanasi along the banks of the Ganga by boats.(PTI)

Post pandemic, foreign tourists arriving in Varanasi would be taken on a guided tour of some villages in the district. They would be given the option of arriving at these pre-decided rural destinations along the banks of the Ganga by boats.

“There are several sites in rural pockets which have potential to attract domestic as well as foreign tourists. These sites have lush green and idyllic surroundings. As part of the plan, facilities for the tourists have been developed at these places. Ghats equipped with potable water facilities have been developed at Markandey Mahadev and Shooltankeshwar Temple,” regional tourism officer Keertiman Srivastava said.

He expects the foreign tourist traffic to begin after the pandemic eases.

“Foreign tourists would start arriving in Varanasi once the Covid-19 situation eases out. So we are working on a plan to promote rural tourism, one that would help foreigners get an idea of life in rural Varanasi and may enjoy boat rides in picturesque surroundings,” he said.

But it is not just the foreign tourists that the tourism department is banking on to promote the rural circuit. There are plans to market these villages among domestic tourists as well.

“Tourist guides would be involved in the whole plan as they would tell the tourists about the destinations and idyllic surroundings. So as of now, the tourists could be taken to see the village life in Kaithi, or be driven to Ramna, Prime Minister Narendra Modi’s adopted village Jayapur or for that matter could be taken to Kakarahia to have a feel of rural life,” he said.

“So far these Kashi villages are frequented by domestic tourists, mostly from places adjoining Varanasi. Now, we will market these villages among domestic tourists. The rural tourism would also give a boost to the village economy. We plan to involve boatmen too as through them we could offer tourists the option of visiting these destinations by boats too,” he said.

This morning, tourism department officials met locals in Kaithi village to raise awareness among them about importance of tourism and how to welcome tourists and attend to them when they visit.

From rural to spiritual, UP govt plans to tap state’s tourism potential

To achieve its target of Rs 10,000 crore investment in the tourism sector, the government is chalking out strategies to develop “Focus Tourists Destinations” and theme-based tourism.

Building on the success of Ramayana and Buddhist tourist circuits, the Uttar Pradesh government has lined up a number of plans to tap the state’s tourism potential and is hopeful that its revamped tourism policy would be able to attract investors and generate revenue and employment.

At a curtain raiser for the upcoming Uttar Pradesh Global Investors Summit-2023, Chief Minister Yogi Adityanath called tourism the “priority sector” for the state.

The new tourism policy also lists 12 “Thematic Tourism Sectors,” which include heritage, art and culture, spiritual and religious tourism, rural village, tribal and agriculture-based tourism, nature and wildlife, water sports, adventure tourism, wellness and medical tourism, youth centric tourism, cuisine tourism, wedding destination tourism and film tourism.

Uttar Pradesh is home to three UNESCO world heritage monuments — Taj Mahal, Fatehpur Sikri and Agra Fort. It is dotted with several religious and cultural sites such as Ayodhya, Varanasi, Sarnath, Kushinagar Mathura and Vrindavan. The state also has a rich biodiversity of flora and fauna including one national park, 11 wildlife sanctuaries and 24 bird sanctuaries.

Festive offer

In its theme-based tourism, the government is planning to take taking tourists to remote villages as part of its rural, village, tribal and agriculture tourism to capitalise on its farm-based economy.

“This, for instance, will provide tourists with the opportunity to experience rustic life. Tourists can therefore experience the daily activities of the village… It will also include film tourism, which will allow visitors to witness movies being shot in rural settings,” an official said.

“Farm and plantation tourism can augment the income from agricultural activities and de-risk farmers to some extent from weather vagaries,” the new tourism policy states.

An “agri tourism” sector has been separately created for promotion under the new policy, which states that “agri tourism” is a form of “niche tourism” that includes active involvement in any agriculture-based operation or activity.

The policy promises a wide range of services and activities that may be offered under agri tourism, including guided tours, participation in agricultural activities, knowledge sessions, animal rides and local cuisine.

Another significant focus of the new tourism policy is on promoting “religious and spiritual” tourism by developing 12 mega circuits across the state, including Ramayana Circuit, Krishna or Braj Circuit, Buddhist Circuit, Sufi Kabir Circuit, Jain Circuit, Shakti Peeth Circuit, Adhyatmik Circuit (Spiritual), Bundelkhand Circuit, Freedom Fighters Circuit, Mahabharata Circuit, Wildlife and Eco-Tourism Circuit circuit.

It aims to provide travellers with “a hassle-free, serene and spiritual experience” while visiting the “crucible of religious, spiritual, and academic thoughts.”

“Focus shall be placed on interconnecting the state circuits with national and international travel itineraries. End-to-end infrastructure development would be undertaken to facilitate seamless national and international connectivity,” the policy states.

Rooted in tradition, Uttar Pradesh's rural homestays set to redefine tourism

The Uttar Pradesh Tourism Department has partnered with various rural homestay providers for enhancing the visitor experience in rural areas.

Selected villages are being transformed into rural tourism centres, providing visitors with a distinctive experience of rural life intertwined with local culture.

Examples include ‘My Mom Rural Homestay’ in Basti, just 70 kms from Ayodhya, and ‘Gulmohar Rural Homestay’ under the Eco-Village Project in Udaypurwa, Banda district. These homestays typically consist of 4-5 rooms equipped with all basic amenities. Additionally, the Tourism Policy 2022 provides subsidies for establishing homestays near rural and major destinations.

Uttar Pradesh is renowned for its cultural heritage, historic landmarks, and natural beauty. The state boasts immense potential for tourism, and rural tourism is witnessing a significant surge. With a desire to seek solace amidst nature and escape the pollution and hustle of city life, people are increasingly drawn towards rural environments.

Rural Uttar Pradesh presents vast opportunities for agro-tourism and rural tourism. In a statement, Uttar Pradesh Tourism and Culture Minister Jaiveer Singh said here on Wednesday that, “Rural and agro-tourism is rapidly growing nationwide, and Uttar Pradesh, with its diverse agro-climatic zones, possesses the highest number of villages. Through rural homestays, we can attract more tourists, providing employment opportunities for local communities.”

Rural tourism to be boosted in 18 districts in Uttar Pradesh

The government aims to bring the rich cultural heritage of Uttar Pradesh’s villagers to the fore. Why not take advantage of its high number of villages? Villages look forward to tourism being brought to them by the state’s tourism department.

Thus, a phase-wise campaign has been launched by the state’s tourism department.

The first phase of this project has already begun in Uttar Pradesh . A total of 18 districts have been identified for rural tourism promotion.

In this campaign, the village’s cultural heritage will be promoted. There is also a rich historical background to many of these villages.

The villages will also receive training in cow farming, handicrafts, handlooms, food, and biological and agricultural diversity.

It will promote rural tourism in two villages in each district as part of the campaign plan. Shortly, we can expect to see around 26 newly constructed and improved villages ready to welcome tourists.

What is Agro-Rural Tourism?

It is called agro-rural tourism when rural culture is promoted as a tourist attraction. We live in times when agricultural practices and everything farm-related are seen as potential tourist attractions.

Instead of focusing on the natural landscape, rural culture takes center stage. In agro-rural tourism, we must include agri-accommodation (rural homestays), agri-food and beverage, agro-recreation, agri-sport, agri-entertainment, agri-therapy, and cultural tourism.

Rural areas are experiencing a lot of activity, and everything seems to be on track.

प्रदेश सरकार ने ग्रामीण संस्कृति को जानने के लिए नई योजना की शुरुआत (Tourism Department) की है. बेड एंड ब्रेकफास्ट और होम स्टे योजना (Bed and Breakfast and Home Stay Scheme) से पर्यटकों को आवास की सुविधा उपलब्ध होगी. पर्यटन विभाग की वेबसाइट पर इस योजना से जुड़े गांवों के बारे में सभी जानकारी उपलब्ध होगी.

लखनऊ : उत्तर प्रदेश में पर्यटन को बढ़ावा देने के लिए पर्यटन विभाग लगातार नई योजना की शुरुआत (Tourism Department) कर रहा है. इसी कड़ी में पर्यटन विभाग ग्रामीण पर्यटन को बढ़ावा देने के लिए नई पॉलिसी लेकर आ रहा है. सरकार ने जो नई पॉलिसी तैयार की है, उसके तहत प्रदेश के ग्रामीण संस्कृति को करीब से जानने के लिए पर्यटकों को गांव से जोड़ने की कोशिश की जा रही है. इस योजना के तहत पर्यटक गांव के लोगों के रहन सहन, उनकी जीवन शैली, वहां के खान-पान व मान्यताओं व प्रथाओं सभी चीजों के बारे में जान सकेंगे. साथ ही इस योजना में पर्यटन के लिए प्रदेश के चुने हुए गांव को मुख्य सड़क से जोड़ने के साथ ही वहां पर कई अत्याधुनिक सुविधाओं की स्थापना की जाएगी. यह जानकारी प्रदेश के संस्कृति एवं पर्यटन मंत्री जयवीर सिंह ने दी.

नई योजना की शुरुआत

प्रदेश के संस्कृति एवं पर्यटन मंत्री जयवीर सिंह ने बताया कि 'उत्तर प्रदेश देश का सबसे बड़ा राज्य होने के साथ यहां पर कई विविध संस्कृति और समाज के लोग रहते हैं. हमारे ग्रामीण परिवेश में देश के अलग-अलग संस्कृति से जुड़े लोग रहते हैं. विशेष तौर पर बुंदेलखंड, ब्रज अवध व पूर्वांचल क्षेत्र में गांव को पर्यटन के नक्शे पर लाने के लिए सरकार ने नई पॉलिसी तैयार की है. नई पॉलिसी के तहत गांव में आने वाले पर्यटकों को ध्यान में रख कर वहां के धार्मिक और ऐतिहासिक पर्यटन के साथ ही आसपास के दूसरे पर्यटन स्थलों का विकास कराने की योजना तैयार की गई है. इसके तहत गांव में आने वाले पर्यटकों को वहां ठहरने आदि की समस्या को दूर करने के लिए होम-स्टे व रूरल पर्यटन पर फोकस किया जा रहा है.'

मंत्री ने कहा कि 'गांव की संस्कृति व वाहन के पर्यटक स्थलों से रूबरू होने के लिए आप पर्यटकों को एक निश्चित राशि का भुगतान कर गांव में चिह्नित किए गए मकान में रुककर वहां के पर्यटन का अनुभव ले सकते हैं. किन गांव में पर्यटन से जुड़ी चीज हैं किसका चुनाव पर्यटन विभाग की ओर से किया जाएगा. एक बार इन ग्रामीण पर्यटन स्थलों की पहचान होने के बाद उनकी सूचना पर्यटन विभाग की वेबसाइट पर अपलोड कर दी जाएगी. इसके लिए वेबसाइट पर ही एक अलग से लिंक की व्यवस्था किया जाएगा, जिसे बेड एवं ब्रेकफास्ट होम स्टे योजना का नाम दिया जाएगा. उन्होंने बताया कि इस पॉलिसी के तहत ग्रामीण क्षेत्रों में न केवल पर्यटन को बढ़ावा मिलेगा. बल्कि इससे वहां के युवाओं और लोगों के लिए रोजगार के अवसर भी पैदा होंगे.'

If the hustle-bustle of city life is making you look for a vacation, the Uttar Pradesh Tourism Department has the perfect plan for you. In a bid to boost rural tourism and also provide employment to the local artisans, artists and youth, the Uttar Pradesh Tourism Department is all set to launch the Rural Experiential Tourism project. The project will be launched across 75 districts of the state and the department has already started identifying the villages for the same.

The project comes close to the heels of the UP government announcing internet connectivity in village secretariats across all 75 districts and free WiFi facilities.

Talking to eGov, Principal Secretary and Managing Director, UP Tourism, Mukesh Meshram said that the project will not only boost tourism but will also promote local art & crafts and support employment. “With city life becoming more hectic and stressful, people now want to come back to their roots and experience rural life. Under this project, we would be developing some villages in each district as rural tourism hubs. These villages will not only depict the simple, stress-free life of the villages but will also showcase the local culture of the respective village.”

The department has already started identifying villages for the project. Villages that are in the near vicinity of any major tourist destination will be chosen for this project. The department will create a rural tourism hub at the Panchayat Bhawan, in the village, where there would be a gallery depicting the local village life, the crafts and the arts of that village. This hub will also witness live performances by local folk artists or regular villagers to give a feel of the old school village life. It may be noted that the state government already has announced to provide internet connectivity and free WiFi up to 50 metres for all these secretariats which would further enhance the facilities at these hubs.

On the infrastructure front, the department would be looking at options which can be developed as homestays for the tourists. “We would be looking at options which not just have the essence of the village but also basic facilities for tourists. We want the tourists to completely enjoy and experience the rural life and be stress-free,” said Meshram . A senior official added that the plan will also give employment opportunities for locals. “Not only the local folk artists but also educated youngsters who can become local guides can find employment in their own villages,” the official commented.

Rural Tourism experts feel that this is a great move by the UP government . Rahul Mehta, president of the Tourism Welfare Association of Uttar Pradesh said, “This is just the right time to promote rural tourism as many domestic and international travellers are looking at rural India. With rural hubs and homestays, this project would offer a complete experience to the travellers and boost the state economy as well.” Ajay Jain of Waltz Tours, who has been organising village tours for international tourists around Lucknow and many other cities too lauded this move. “Lucknow has this village Kakori which is perfect for rural tourism. It is not only famous for the Kakori Kebabs, Chikankari units and Dussheri mango orchards, but also the historical Kakori train dacoity incident. This project will definitely see more influx of tourists in the state.”
